Vice President of Human Resources (Full-Time, Eatontown)

CPC Integrated Health is a non-profit, community-based agency that has provided mental health and substance use services in Monmouth and Ocean counties for over 65 years. The agency has multiple locations and programs located throughout Monmouth County, including a special education school. The Human Resources Department is responsible for everything related to the employee experience including recruitment, onboarding, benefits, employee relations, compensation, payroll and working closely with supervisors to consistently and fairly administer HR related policies and procedures. The VP of Human Resources reports to the CEO and is responsible for the oversight of three HR staff members. The VP is also involved in strategic planning and works closely with the management team in ensuring a culture of safety and inclusion. This is a hands-on position, and the VP is expected to be directly involved in and knowledgeable of all aspects of HR.

Essential Functions:

  • Develop, manage and administer human resources policies and procedures and make certain that these practices are fairly and consistently applied throughout the agency and routinely updated to keep current with changes in NJ law or employment best practices. Work closely with agency management to resolve any issues quickly and effectively.
  • Oversee recruitment process and find creative ways to recruit for difficult positions to fill. Ensure that we are up to date on ways to retain staff including updating benefits, compensation surveys, etc. to keep the agency competitive and the culture positive.
  • Oversee and update onboarding as needed.
  • Ensure that there is little or no issue when it comes to staff paychecks, or their use of benefits.
  • Work closely with HR vendors to ensure excellent access and care of our staff and their families.
  • Ensure that HR staff in the department are doing the best they can in a timely and efficient manner to guarantee staff satisfaction.
  • Interpret and expertly handle HR related employment laws such as sick leave, child bonding, etc. and work closely with the employee and supervisor to guarantee that the employee has the best plan possible prior to beginning their leave and there is coordination with the program management to ensure that a plan is also in place during leaves for coverage of the program.
  • Oversight and plan for leaves such as FMLA, Workers Comp, etc. and work closely with programs as well as with the employee.
  • Payroll reports to HR, however, there must be coordination and a check and balance system with the financial department in order to reduce potential risks or paycheck issues.
  • Oversee and trouble shoot any issues with the HRIS system currently in place.
  • Lead the HR aspects of any surveys or compliance reviews that involve HR.
  • Participate and lead the HR aspects of the agency's strategic plan.

Qualifications:

  • BA degree required along with 5-7 years' experience in all aspects of HR.
  • At least 3 years must be at a managerial level and experience in non-profit behavioral healthcare in NJ is preferred. 
  • Experience with recruiting for health-care related staffing is preferred. Experience with a HRIS system is required.
  • Experience with licensing through state, Joint Commission and CMS surveys preferred.
  • Subject matter expert and experience with NJ laws related to HR required.
  • Excellent verbal, written and organizational skills required. 
  • Must be comfortable and effective in a high paced environment.
  • Experience with payroll oversight is preferred.
  • Experience with performance appraisals and disciplinary actions.
  • This is an in-person position with the ability to work remotely on an occasional and approved basis. Many programs are 24/7 and staff may need to have contact outside of normal business hours.

Location: Eatontown, NJ is where this position is primarily located, however, the VP does spend time at CPC locations throughout Monmouth County as part of their responsibilities.
