POSITION SUMMARY: The Program Coordinator of Addiction Recovery Services is a dually licensed clinician whose goal is to maintain quality programming in compliance with the NJ Division of Mental Health & Addiction Services (DMHAS) and other regulatory agencies, such as The Joint Commission (TJC). The Program Coordinator works closely with the clinical and administrative staff to ensure a continuum of services to meet the needs of the clients served. The Program Coordinator is involved in the development and implementation of policies and procedures, strategic planning, and the oversight of the yearly budget for the program. The Program Coordinator is responsible for quality assurance, utilization review and maintenance of the contracts involved in the programs he/she supervises. The Program is responsible for ensuring that staff are competent to perform their duties, are up to date in trends and practices in the field and the successful completion of yearly staff evaluations through clinical and administrative supervision and ongoing training. The Program Coordinator will also carry a caseload and lead groups in the Intensive Outpatient Program (IOP).

LICENSE/CERTIFICATIONS:
MINIMAL QUALIFICATIONS:
- LCADC
- LCSW or LPC.
- Knowledge of administrative and program regulations related to the NJ Department of Human Services, Division of Mental Health, and Addiction Services, and TJC.
- Two (2) years administrative/supervisory experience in related field.
PREFERRED QUALIFICATIONS:
- Minimum qualifications plus 5 years' experience, especially with co-occurring mental health and substance use population.
- Experience with evidence-based practices.
MAJOR SUPERVISORY RESPONSIBILITIES/PERFORMANCE OBJECTIVES:
- Must adhere to all contract and other regulatory standards that govern work in ARS.
- Oversight of the daily operations of ARS including scheduling, handling crisis/high risk situations, coverage, meeting with staff, etc.
- Conduct record reviews and train staff when deficiencies are noted. Provide administrative oversight and responsibility for adherence to policies and procedures for the program employees he/she supervises.
- Conduct and/or participate in quality assurance activities as assigned by the Agency.
- Participate in the hiring process for clinical and support staff she/he will supervise.
- Ensures competencies are met and oversees program orientation and training of staff.
- Assure that assessments and services are culturally sensitive to clients served and provide additional training, as necessary. Consult with Director of Training to identify and provide staff training as appropriate.
- Assure that assessments and services consider developmental stage of clients served.
- Assure treatment that includes an assessment of client's and family's psycho-educational learning needs and provide appropriate services.
- Assure treatment that is client centered and recovery-oriented Stages of Change is being done by program staff in treatment planning.
- Assure staff productivity and contract obligations are met. Communicate effectively in speech and in writing. Supervise staff including timely completion of performance reviews. Must keep written record of clinical supervision.
- Assure appropriate treatment modalities for population served. Assure clinical record documentation is completed in a timely manner and within standards. Serve as a point of contact for referrals sources and agencies to ensure that effective communication and coordination.
- Complete Biopsychosocial Assessment within the time frame established for the program and formulate treatment plan. Will utilize ASAM-PPC2 and DSMV to determine level of care and diagnosis. Biopsychosocial utilizes a holistic approach and clinician must address all life domains in clear and understandable language and must include client and family in the treatment planning process.
- Complete treatment plan for ASAM Level 1 (Outpatient) and Level 2.1 (IOP) utilizing evidence- based treatment approaches such as Motivational Interviewing (MI), Cognitive Behavioral Therapy (CBT) Stages of Change and Relapse Prevention in work with clients.
- Utilize a holistic approach towards treatment planning and include medication-assisted treatment of both mental health and substance abuse disorders in planning, as well as case management to address all life domains.
- Timely and thorough completion of all training required by the agency, applicable state regulations and accrediting bodies. Maintain CEU's required for professional licensing.
- Maintain competency to provide treatment through ongoing clinical supervision and continuing education and successfully completion of goals in yearly staff evaluation.
- Follow Agency and regulatory policies regarding confidentiality and security of client information.
- Abide by Agency, State and Federal as well as professional licensing standards pertaining to client rights, ethical treatment, conflict of interest, HIPAA, etc.
- Successfully complete orientation period. Complete and maintain necessary medical documentation for Agency file.
PHYSICAL REQUIREMENTS:
The physical demands described here are representative of those that must be met by the employee to successfully perform the essential functions of this job. The position requires prolonged sitting, some bending and stretching. Good eye-hand coordination and manual dexterity sufficient to operate standard office equipment is required. Employees must have normal range of hearing and eyesight to record, prepare, and communicate information pertaining to this position. The employee must occasionally lift and/or move objects up to 30 pounds.
